Bogo's Super Metro security guard survives beating by mall robbers

A security guard was injured after he foiled a break-in at a mall he was assigned to in Bogo City early today. Gerwin Estoya noticed the thieves and called them out. The robbers beat him up with a crow bar before fleeing, said Chief Insp. Germano Mallari, Bogo City police chief. Mallari said the suspects first rented a stall near the mall for P25,000 prior to the incident. He said the store manager confirmed that the robbers were unable to get anything from the mall. Mallari said they are checking the security camera footage to see if the robbers can be identified. The 32-year-old Estoya was brought to a hospital in Cebu City.

Video shows priest humiliating unwed mother in baptism in Mandaue

A young unwed mother decried the “sermon” given to her by the priest that officiated the baptimisal rites of her infant son in front of her family and friends in a chapel in Mandaue City. “Makauulaw na magpabunyag ka og walay bana. Nakig dug ka og laki nga dili nimo bana. Wala ma mauwaw (It’s humiliating to have a baptism without a husband. You slept with a man that is not your husband? Aren’t you ashamed)?” Fr. Romeo Ubach of the Sacred Heart Chaplaincy in Eversely Child Sanitarium asked the 17-year-old woman who carried her months-old baby. “Kining bata walay sala pero ang mama nga nakigdug og lalaki nga wala pay kasal maoy nagpuyo sa sala. Mapasa unya ni sa bata ang disgrasya. Dili unta nga nag happy happy unya naay bata. Oo, grasya ni pero nabuhat ni siya sa sala (This child has no sin but her mother who slept with a man without being married to him lives in sin. She may pass on the consequences of her sin to her child. There shouldn’t have been indulging in their passion then bore a child. Yes, a child is a gift from God but the baby was borne due to sin),” the priest said. After giving his “sermon” Fr. Ubach asked the mother if she was married to her baby’s father. 

The child’s grandmother took a video of the priest’s sermon and uploaded it to her Facebook account yesterday. The video has been shared more than 9,000 times as of Monday afternoon. The young mother told Cebu Daily News they don’t know where to go yet. “For now we don’t know whom to seek for help but for sure we will have a move on this,” she said. At the time the priest was publicly humiliating her, she said she wanted to walk out. “Feel unta nako nga mo walk out na tungod sa kauwaw. Kahilakon na ko sa iyang pang-insulto (I felt like I wanted to walk out because of my humiliation. I wanted to cry because of his insults),” she said. Her mother who posted the video on Facebook said they went to the church to have her grandchild baptized and blessed and didn’t expect to be insulted by the priest. She said her daughter suffered enough and tried to commit suicide but decided to hold on and keep the baby. The video and their posts drew comments from the netizens. “Where is the love that Christ has taught us? Reminds me of the Pharisees in Jesus time. I pity the mother,” said one Netizen who commented on the video. “The young mother is battling with fear and confusion, dapat agakon niya or as priest individual counseling is best…dli kay publicly humiliate Inday kay nauwaw na gani ang bata sa nahitabo nya..gi pun-an pa jud (he should have comforted her or counseled her in private…not publicly humiliate the girl because she was already embarrassed with what happened to her and then he added to her misery),” said one comment.

DTI Installs Business Assistance Centers in Bogo City, Daanbantayan

DTI LogoCentral Visayas, June 22 (PIA) ---- The Department of Trade and Industry (DTI) – Cebu installed its
Business Assistance Centers (BAC) in Yolanda-affected areas such as in Bogo City and Daanbantayan town.

In a media release recently, DTI-Cebu explained that these BACs will function as the “little DTI” operating within the locality and will implement its flagship projects and basic functions within its geographical scope.
These centers will also function as DTI-Cebu’s contact point or administrative extension in the different affected LGUs and help in delivering and facilitating the necessary and immediate support services related to rehabilitation and recovery efforts for the industry, trade, services (ITS) sectors.

DTI-7 said the BAC installed in Bogo City and Daanbantayan will also aid in building and enhancing linkages with the local government units and conducting consultancies to facilitate the needs of the business sector.
Bogo City Mayor Celestino Martinez and the Daanbantayan Municipal Mayor Augusto Corro are actively supporting the project and are positive thate these centers will bring government closer to the towns business instead of the residents travelling to Cebu City to transact with DTI.

BAC personnel assigned in Bogo City will cover the areas within Bogo City, Medellin and San Remigio while personnel assigned to cover Daanbantayan will also include Malapascua Island.

Programs and services that will be coordinated by the BAC are Bottom-Up Budgeting (BUB), Shared Services Facilities (SSF), Streamlining of Business Permits and Licensing System (BPLS), Industry Clustering/Value Chain mapping, Green Growth and Disaster Resilience, Building Local Competitiveness and Investment Promotions.

DTI will also establish BACs in the municipalities of Sta. Fe and Sogod.

First order of business for BAC personnel is an updated profile of the LGU for identifying raw materials indigenous in the locality that can be used for skills training and livelihood development.

Suspect in Bogo City killing injured in shootout with cops

SAMBAG 1 Barangay Captain Lemar Alcover saw an irregularity in the purchase of a dental chair by the previous administration. The chair is now gathering dust in the corner of the ground floor of the barangay hall.

Last Jan. 9, Alcover wrote Deputy Ombudsman for the Visayas Pelagio Apostol, citing what he believes is irregularity in the purchase of the chair priced at P452,000.

Based on Alcover’s research, the American Patient brand dental chair only costs P380,000, while a China-made chair only costs P220,000.

“We believe that the events and facts are adequate to merit your office to conduct a formal investigation,” his letter read.

A victim of politics

Former Sambag 1 barangay captain Jerry Guardo said the purchase included accessories like the light cure, scaler, compressor and labor installation.

The dental chair would have been installed, but the change in administration overtook the event.

“The dental chair would have helped a lot of children and parents in the barangay because of the free dental check-up and some procedures. We have already talked with dentists who were willing to volunteer their services,” said Guardo.

But Alcover doubts the intention of the purchase because the dental chair is too heavy for the second floor of the barangay’s multi-purpose building where the health center is located.

Guardo said his administration had identified a room on the ground floor to be the dental clinic.

‘More anomalies’

Alcover also uncovered that there were two “failed biddings” for the dental chair, as stated in the resolution of the bids and awards committee, dated Aug. 14, 2013. He was surprised that there was a Feb 11, 2013 letter request for a price quote.

Guardo said the fact that the check was authorized by the City Treasurer’s Office means procedure was duly followed.

Alcover is also suspicious of the supplier, Guin’s General Merchandise, because the address on the receipt of the dental chair reads second floor, Labangon Public Market.

When his staff checked, the company didn’t have an office in the said address.

Alcover warned that four more complaints or irregularities will be brought to the anti-graft office, and these are only transactions for 2013.

“Anytime, we will face him because we are transparent and all transactions are with documents,” Guardo said.

The contest for barangay captain between Alcover and Guardo’s wife Ailien was close.

Alcover was declared winner by just 119 votes, while the recount before the Municipal Trial Court in Cities showed Ailien leading by 113 votes.

SM TO BUILD 200 HOUSES IN BOGO CITY

SM Group will build a village with 200 typhoon-prosurvivors of supertyphoon Yolanda in barangay Polambato, Bogo City under the “Adopt a Barangay Project.”of concrete houses for 

“We choose areas affected by the storm that have not been equally recognized,” said Hans T. Sy, president of SM Prime Holdings Inc.

Sy, together with Bogo City Mayor Celestino Martinez Jr. and Cebu Vice Gov. Agnes Magpale, led yesterday’s groundbreaking of the P50-million SM Cares Housing project.

The houses will be built on a one-hectare lot donated by the heirs of Wenceslao and Margarita Briones Fernan.

“It has been my mother’s dream to provide housing for the farmers here in Bogo City which is my hometown,” said Marissa Fernan, SM Prime Holdings senior vice president for Visayas and Mindanao. The donated lot was owned by her grandparents.

Sy said construction of the 200 houses will start in two weeks and will be completed in nine months. Each row house will have a concrete roof and high ceiling, proper ventilation and will be ready for utilities.

The village will have a five-meter wide road network, a concrete perimeter fence, a community center and a basketball court. “These houses will be for free. It’s not just housing, but we are also building a sustainable community,” Sy said. The SM Group earlier committed P100 million in aid for Yolanda victims through relief operations, rehabilitation of schools, churches, community centers, and medical missions. They will build a total of 1,000 housing units in the Visayas, including Palo, Leyte and Samar, and Panay Island. “It is time for typhoon victims to move on and forward,” Sy said. Bogo City Mayor Martinez Jr., said the project has given him hope to pursue dream projects that were washed out by typhoon Yolanda. “I was happy when I was informed that Mr. Hans Sy was coming to Bogo City. I was unable to sleep for two nights,” Martinez said. Typhoon survivors in the coastal part of barangay Polambato will get priority in the houses. Cebu Vice Gov. Magpale said the residents of Bogo “are lucky because aside from the free lot, there are also free 200 houses that will be constructed.” Martinez said private benefactors of four other barangays are waiting for the go-signal to start the “Adopt A Barangay Project” in La Paz, Cayang, Don Pedro or Guadalupe, and Libertad. Sunshine Corner Ministry pledged to build 120 houses in barangay La Paz while Caritas promised to build 50 more. The Light for Jesus Community Foundation Inc. will provide 30 houses in barangay Cayang while Couples for Christ promised build 80 to 100 houses in either barangay Don Pedro or Guadalupe. BOGO READIES FOR DISASTER

The Sangguniang Panlungsod (SP) in its regular session held October 16, 2013 approved Resolution No. 232 authorizing the mayor to enter into rice loan with National Food Authority (NFA). This allows the city to purchase rice on credit exclusively for three purposes : 1) relief operations when in state of calamity; 2) buffer stockpiling; and 3) rehabilitation project. The move is part of the disaster and relief operation plan of the city government in responding to calamity.

In the Memorandum of Agreement (MOA) Bogo may purchase as much as 2,000 bags of rice or up to the amount appropriated for the purpose whichever is lower. Earlier in March this year the city government opened a Local Disaster Risk Reduction and Management Fund (LDRRMF). The trust fund account is disbursed only for predisaster, on-disaster and post-disaster purposes.

The rice loan facility wisely eliminates administrative bureaucracy of preparing purchase documents in the midst of emergency. Thus, the Local Disaster Risk Reduction and Management (LDRRM) Council and the city government stay focused on the crisis situation. Other matters incidental to disaster and relief operations such as administrative processes are attended to after emergency situation has settled.

The NFA had been a partner with the City of Bogo in its disaster preparednessprogram since 2005 when the first MOA was signed. It is renewed year after year.
